I enclose the usual paper of particulars and a copy of the Medical certificate required by the Pension (Colonial Service) Regulations 1897 Minute, from which latter document you will observe that Mr. Vince is suffering from heart disease.
Mr. Vince was engaged by the Crown Agents in October 1895, and I request that their attention may be directed to this case in connection with that of Mr. M. Mullen reported to you in my despatch No. 179 of the 16th ultimo.
For the reasons stated in the final paragraph of that despatch regarding Mr. M. Mullen's case which apply equally in the present instance, I have sanctioned the cost of a passage home for Mr. Vince.
